from 12410(BJ) 2.5G port PING 12406(SH) 2.5 port, 1000 packets, average time is 183ms
from 12406(SH) 2.5G port PING 12410(BJ) 2.5 port, 1000 packets, average time is 29ms
from 12410(BJ) PING its local 2.5G port, average time is 455ms
from 12406(SH) PING its local 2.5G port, average time is 57ms
Does 12410(BJ) have any problem?

No, necessarily 12410(BJ) but its Service Provider might.
Even if you ping to the local WAN interface, the ping goes out to the remote connection and comes back.
Best to open a service ticket with the SP since that variation on delay may affect voice traffic.
