It s a network mismatch. I was facing this issue while troubleshooting with a customer. I requested to access the PE router but the customer told me that it is under the control of the service provider. So I was forced to troubleshoot on CE router. I used the following steps above to diagnostic the issue. I decided then to write an article to share this experience.

It seems that the PE router have configuration nssa, maybe you could solve it with a static ip route 0.0.0.2 255.255.255.255 12.0.0.2, I remember those tansit and point-to-point labels with the areas types (stub, totally stub, nssa, totally nssa)
