Hello Muhammad,
Yes, the feature will be supported. According to the current plans, it will be introduced in 15.2(2)S which is currently scheduled to be out around March.

Is there any workaround or suggested config before it releases?

Unfortunately not really. Other than reconfiguring the router and creating point to point tunnels for every destination and applying QoS on every tunnel separately, not much. Without per tunnel QoS, we cannot differentiate between the tunnels so we could only use HQF on the main interface and do an aggragate QoS for all tunnels.

There is one configuration
http://www.cisco.com/en/US/docs/solutions/Enterprise/WAN_and_MAN/DMVPN_2_Phase2.html#wp131326
but it doesnot work well.
what is qos pre-classify for?

qos pre-classify would copy the L3 information of the packet to an internal buffer so that we can still use this information for QoS even after the packet is encrypted. We need it if we configure the qos on the physical interface as it only receives the encrypted packets.

You can always do remote ingress shaping. Better something than nothing. It works well in TCP-based environemt.
