Posting
The system bandwidth is a measure of bandwidth capacity. 10G should be, I believe, the aggregate bandwidth capacity that the ASR's ESP-10 will support.
Mpps is a rating how fast the processor can forward (usually) minimal size Ethernet packets. Minimum size Ethernet packets require 1.488 Mpps per gig, so 17 Mpps would be good for (about) 11.4 Gbps. (BTW, where did you see 17 Mpps for an ESP-10? I've see up to 15 Mpps, which is what I would expect for 10g.)
