We have been supplied with a set of C1111 routers that did not have the SEC-K9 licensing necessary for our network configuration. We also have no internet facing appliances capable of smart licensing. Reached back to vendor who then supplied the SEC-K9 as "PAK" license which I have found does not work on with IOS XE 17.06/ IOS 17.6 Bengaluru. My thought is to rollback to IOS 16.7 to allow the legacy license. Setting up the satellite license server isn't feasible for us from a $$$ or expertise angle. Anyone have experience with scenario and whether it is worth pursuing? Only other option I see is take the loss and start from scratch. Supposedly the vendor had cisco credentials but what we have is a bunch of expensive paperweights at this point.

Try below utility for offline License :

If that is still issue, rolling back to OLD IOS is your risk.

Thank you for reply. The IOS roll back would be a hail mary at this point. I believe the SLP process may be workable solution for us. Thanks again.
