ROMMON version for ISR 4331 Router

Hello experts !!
I recently got a used ISR 4331 and I am trying to upgrade the ROMMON. The latest version of ROMMON on Cisco's portal is Release 16.12(2r). However when I type the "show platform" command on my router. It displays that it's R0 version is 17.6.2 
I dont understand the logic, how did the router have a higher version of ROMMON installed, when the latest running version by cisco is still 16.12(2r). 
What am I missing here.

It's possible a device has a newer ROMMOM to support some hardware chip changes in a new production series of some device, but prior production series, of the same device series don't need that ROMMOM, so it's not posted for field updates.  I.e. all the devices that should have the newer ROMMON have it, and older devices don't need it.

Looks some one might have already upgraded to latest and downgraded IOS code,.

when you downgrade IOS code, the ROMMON will not downgrade.

I unerstand, thanks. But I am still curious about the part that on Cisco's portal the highest version for ROMMON is 16.12(2r)
But in the show platform, its shows version 17.6.2
OR is it that when someone upgraded the IOS version to 17.6.2, the ROMMON took that number to display in its output ?

 - It it inconsistent with what is offered as being available for download , as other poster said perhaps due to upgrade ,finally verify with show tech-support output and check if there are any references in there concerning the rommon version ,

Don't worry about the ROMMON.  That version was probably factory-installed.
