From Cisco's performance overwire white paper, I see that the Cisco 1941 can provide 120Mbps with HQoS. Am I right in thinking that this number is full duplex?
No, I believe that number for total aggregate, i.e. divide by two for duplex - it should be 60 Mbps, full duplex.
Will the 1941 be adeqaute for my needs or will I need to look at a 2921 which Cisco positions for 50Mbps WAN circuits?
Perhaps, really depends on your device config and your traffic. If you will only be doing HQoS and your traffic mimics IMIX, the 1941 should (just about - barely) deal with your maximum of 50 Mbps (duplex).
Athough the 1941 looks like it may handle the load, a "faster" router would provide some additional reserve performance. Besides the 2921, you might consider the 2911.
