Router update issue 4431

Good afternoon everyone.
I need help, I'm trying to update my ISR4431/K9 router and I'm failing.
The original firmware version installed on this router is: isr4400-universalk9.03.16.04b.S.155-3.S4b-ext.SPA.bin, which is a very old version.
My task is to upgrade to isr4400-universalk9.17.09.04a.SPA.bin.
The first time I try to install this firmware, the system goes into an endless attempt to load it.
Current ROMMON version: 16.12(2r)
What I was able to do, I was able to install 2 firmwares:
1. isr4400-universalk9.17.02.01r.SPA.bin
2. isr4400-universalk9.17.03.08a.SPA.bin
3. The next step was to try to load isr4400-universalk9.17.09.04a.SPA.bin and this is what came out:

  - Sometimes you may need to upgrade ROMMON first , check Release Notes of the version you want to install and look for ROMMON ,

I have tried this before, for this model of router I see the only version of ROMMON available:
isr4400_rommon_1612_2r_SPA.pkg
I installed it and then tried to install the firmware itself, that didn't help either.
