What is the lowest end router that can have dual power supplies?

Will any of the 2900 series take a 2nd power supply?

For ISR, the 2900 doesn't have a 2nd supply. Only RPS is supported for redundant power.

3900 does support 2nd supply.

Routers with “Redundant power supplies” starts with the Cisco 4431 ISR.

As noted you can add a RPS 2300 to the 2900 series, however to answer your questions the 3900 ISR G2 does have redundant power supplies support.
