Routing between 2 MPLS

I have 20 locations. 17 of them are on Verizon MPLS. 3 we just moved to Windstream MPLS. The headquarter has dual routers one on Verizon mpls and one on Windstream MPLS and they are sharing all the routes.
The issue I have locations on Verizon MPLS can not reach a server in one of the locations we moved to Windstream.
Headquarter< ----> any site on Verizon : Works
Any site on Verizon -------> Headquarter : Works
Any site on Windstream <-----> Headquarter: Works
Any Site on Windstream <----> Anysite on Verizon : Does not work
Would anyone know how I can get the routing work?

Hi Ed,
The issue can be complex, as MPLS L3VPNs depend on a lot of supporting protocols to play nicely.
But let's do it the textbook way: When doing traceroute from Windstream to Verizon, where does it stop? Similarly, when doing traceroute in the opposite direction, from Verizon to Windstream, where does it stop? Is it the HQ?
You have said that the two MPLS VPNs are sharing the routes. Is that really so? Can the specific routes from Verizon be seen at Windstream sites and vice versa? Keep in mind that the VPN providers may be filtering routes.
