Can we use the subnet mask 255.255.255.255 in a static route say ex.,ip route 10.0.1.2 255.255.255.255 10.9.2.2

Yes you can. This way you are creating a host route (most specific route) and packets to 10.0.1.2 will always be sent to next-hop 10.9.2.2.
