Hello,
If I got two ISP source plug to WAN1 and WAN2, is it possible to config this router's LAN1-8 use WAN1, and LAN9-16 use WAN2?
I'm trying to do this by setting VLAN but both WAN setting dim the VLAN part and I can't config about it

I think what you need is policy based routing. Have a look at the short video below, the friendly Cisco lady explains it very well...

You can do based on the Source IP range not based on the VLAN.
Take an example: you can do 192.168.1.0/24 to WAN1 192.168.2.0/24 WAN2

Is that mean I had to given ip address to device my self?
My idea is setup two dhcp server, one from the WAN1 to LAN1-8, another one from WAN2 to LAN9-16.

Sure you can setuo 2 DHCP Scoipes
Example :
192.168.10.0/24 - VLAN 10 ( for Lan port 1-8)
192.168.20.0/24 - VLAN 20 ( for Lan port 9-16)
and add policies 192.168.10.0/24 go to WAN1
and add policies 192.168.20.0/24 go to WAN2

This is the part I got stuck, how can I set LAN1-8 as VLAN10, and LAN9-16 as VLAN20?
If I want LAN1-8 as VLAN 10, should I got to VLAN page, at the bottom, LAN1-8, untag VLAN1, trigger VLAN10, and exclude VLAN20? Because after I did this, the computer connected to LAN 8 still get the IP 192.168.1.X not 192.168.10.X.

it is a bit hard to follow what you are doing without actually seeing it. Did you assign the ports to their respective Vlan (as described in the document linked below) ?

Can you post the screen shots of the device configured. if they are access vlan 10 and access vlan 20, they should get respected DHCP IP address as expected.

that's looks better, (hope you do not want to inter-VLAN routing ?) what is the issue here now ? what is not working?
when you connect the device are you able to get the right VLAN IP address ? going to respected WAN?

When I connect device to LAN, I still got IP address 192.168.1.X, not 10.0.4.X or 10.1.4.X, and I can ping both 10.0.4.1 and 10.1.4.1, so seems I still got IP address from VLAN1 DHCP server.

You need to disable VLAN 1, make sure you enable other VLAN for management.

what do you mean exactly ? Two external DHCP servers, or two scopes configured on the RV345 ? In the latter case, the RV345 can function as DHCP server, check the link below on how to configure the scopes.

Just before I'm gonna give up and return this thing, I got hints from other thread and finally got what I wanted.
Turn out if you want to made the LAN port use the VLAN setting, you have to UNTAGGED the VLAN ID
