It simply does the same as spanning-tree portfast ie. it allows the device to begin forwarding frames as soon as it comes up rather than having to wait for STP timers before it can begin forwarding.
It only really makes sense on -
1) servers running 802.1q on the NIC -
2) routers running 802.1q subinterfaces
out of the above 1 is the most common.
On no account should you enable it on a connection between 2 switches.
