The problem is using a netbios application, sending the data from LAN behind router with specific packets with TCP "PSH" and "ACK" flags set that are not making to the server behind the another router.

Have you run a packet trace on both ends?

any chance you can supply configs of both sides?

if a packet is not making it to the destination, there could be a routing problem, network issue or acl/firewall blocking.

a sniffer capture of the session from both sides will be very helpful in troubleshooting if you can get it.
