If we make dual static routing with same destination and same cost, will the traffic load balance to both gateway?

load-share

per session using source-destination IP.

you can test it easily, ping 2 different destinations and see how its routing.

you can change

load-balancing 

to

 Per-Packet

although you will have some performance issues

Noted, when there are traffic come from external then go to gateway 1 and to the endpoint, will return path from endpoint using same path or there are possibility the endpoint will reply to another gateway?

return traffic path will depend how your routes are learned on remote side. There is no guarantee that return traffic will follow the same path, unless you have set your routing explicitly to make that happen.
