hi
i guess u r trying to do TFTP to a remote site or getting out something from the remote and getting blocked somewhere in the middle.
i feel some of the ACLs being used to mitigate the general worms like blaster and its multiple variants are blocking your TFTP flow .
AFAIK i dont feel theres something out there to use or change port being used ,but incase of ping different Operating Systems uses diff kinda packets.
so i dont think this is possible though the similar kinda trick works with ping in different OS.

As long as you don't have ICMP time outs blocked, you can run tcptraceroute or similiar to tcp port 69.
