Is their a reason why encapsulation dot1q command dosen't work on my 2600 router? Is their any other command I can use to enable 802.1q?

Can you share a screenshot of what you are trying to do and the error the router tells you?

before I can advise anything, like to see what version of code running and what license you have.

 

Some OLD IOS does not support on the router, But the latest do support dot1q on the interface (until it is 10MB).

 

if you have this version - this should work and tested and confirmed - Cisco iOS-c2600-is-mz.121-18.bin

As already noted by Balaji, especially as the 2600 router is so "old", 802.1q support may depend on your installed IOS.
