two public IP for ISP router

I find in my ISP router, there are two public IP 116.10.2.23 defined for VLAN1 and IP 213.56.78.31 defined under G1/3, why we have two public ip, can we have only one public ip?

now I need to setup my checkpoint,for external ethnet, I should use 116.10.2.24 or 213.56.78.32, why? thanks

Only your ISP can give you an authoritative answer on this.

But if this is the ISPs equipment, then it's likely that Gi1/3 is the link to the ISP-network and VLAN 1 is the network for the customer (you).

I agree with Karsten, try to check the prefix probably the 213.56.78.31 is a /30 and the 116.10.2.23 has bigger subnet (how big depends on the service you subscribe with the ISP).I work in an ISP and usually we do that way: /30 on WAN interf and /28 or bigger on LAN or Loopback.
