Hello,

If there is an access class specified for the vty lines and there is no supporting ACL, then there will be no restrictions.

Hmm, I'm unfamiliar with a configuration "hidden" ACL 23 for VTY lines.

Where did you see some reference to this?

Ah, rereading your question, and Chris's answer, if you're asking not about some special "ACL 23" not "visibly defined", but you're asking what happens if an ACL is referenced, but there is no such ACL defined, then it's as Chris describes. BTW, this generally also applies to any such usage of an ACL, not just to VTY lines. I.e. if an ACL is referenced, but it's not defined, then it as it's not there at all.
