Upgrading IOS on 3640

I have a 3640 running 12.1.5.T9. In the simplification table, it says to migrate to 12.2.23e

The release note for 12.2.23e, has resolved caveats for vulnerabilities.

Can someone tell me that I am reading this right and that I should upgrade to 12.2.23e.

Here is a simple answer to your question. Are you currently experiencing any issues with the version of IOS you currently use? Are there any vulerabilities listed on the deferral of the train of IOS you use? If the answer to either is yes, then upgrade to the release that is recommended, PROVIDED the release can support all the features and modules you currently are using in your router. If the answer is no to both questions, then upgrading is not a necessary thing to do.
