read the following RFC about VRRP version 3

VRRP packet format is described in section 5.1

There is actually a single VRRP message type. The protocol is similar in concept to Cisco HSRP with two major differences:

a) preemption is enabled bt default

b) the VIP can be the same as the IP address on the interface of one router ( in this case rules are different). In some cases with VRRP we save an IP address when compared to HSRP that needs a VIP different from router IP addresses
