You cannot. You need to purchase a support contract for download privileges, or get helped by the tac on a case-by-case basis.

However TAC may limit warranty support to hardware replacement.

So when working with cisco is always necessary to have a support contract for the often required updates.

That's not true for most stackable switches. You can download IOS without owning a service contract.
