Cluster issue with vmanage

Hello all , 

I have 2 Vmanage at different sites, but I can't create  active cluster and standby cluster at Vmanage and the vmanage  appeared this error ( Check the Pic).

Note: each vmanage has 2 ports out-of-band port plus enterprise port under vpn 0 . The first vmanage has 10.10.10.1 + 15.15.15.1 and the second vmanage has 12.12.12.1 + 16.16.16.1

Based on error message it is showing system parameter not configured properly.

Host-name : vManage(XXXX)
Organization: XXXX
System-IP: x.x.x.x
Site ID: X
vbond Address: x.x.x.x
Timezone: Based on the appropriate Timezone

update

I created that after adding 2 vmanage to each cluster. Now I have 2 clusters but when I change the standby cluster to primary, it gives me the status of vsmart and vbond is down.
