Interesting question, we have an interface on a cEdge configured as a "Last-Resort Circuit", the interface is connected to an LTE modem.
When the interface is down, per the last resort configuration the dashboard is showing a partial Control Status. Basically it seems that the last resort tunnel is still being counted, even though it is supposed to be down.
