If you have 10 sites. 5 of them use DHCP address to get internet connectivity. 5 of them use static interface address. Would it be possible to have one template and have all 10 devices a member of that template with the configuration differences?

You will need to two different templates. The static address one will also need default route and DNS configured. The DHCP one, shouldn't need the default route nor the DNS server as these will be pushed from the DHCP server in most cases.

No, you need two different templates. In the interface template, you must define whether it is dynamic or static, so you cannot choose after the template is completed.
