It seems that you are trying to install the root CA certificate through the device certificate install method - this does not work. You will need to install the CA certificate through the CLI and then proceed to generate CSRs, generate and install device certificates.
See these articles on installing certificates to the controllers and cEdges:

Hi,
explain what are you trying to do. Because, this looks like root CA and you import it as normal certificate. Since, this is not signed certificate for known CSR, it prompt an error.
Normally, we generate CSR for device (e.g router) and import signed certificate. vManage looks for CSR and pushes imported certificate to that respective device.

Thanks for support,
I managed to install certificates for all Controllers and to routers.
Can you please help me understand how to get license for lab with 20.12.4 version.

If you need to license your lab setup you need to purchase them through your preferred Cisco partner. Note that licenses are not required for most lab usecases. See other thread: https://community.cisco.com/t5/sd-wan-and-cloud-networking/sdwan-20-12-4-license-issue/m-p/5237116#M9522
