I have sdwan lab with 10 devices, it's isr4331 included hsec. Based on this article https://www.cisco.com/c/m/en_us/products/software/sd-wan-routing-matrix.html?oid=otren019258 I should have only 4 service vpn's and 1 mgmt, but I can use twelve without restrictions for 2 years, why was this happening?

There is no hard enforcement for licenses except HSEC license. So, your device uses full functionality.

By the way, 4VPN is limited for DNA Essentials license. But even if you assign DNA-E or not assign (as in your case), there will not be hard enforcement (they are like right-to-use). However, you will have out-of compliance status and most probably will not have  support. Below is related to bandwidth or throughput tiers, but I believe the same for DNA subscription as well.

Q.  Are bandwidth or throughput tiers enforced?

A.  There is no hard enforcement of throughput tiers (with the exceptions of HSEC, Catalyst 8000V, and Catalyst Edge CE8500-20X6C). In all other cases, if the customer chooses to configure a throughput tier for which they do not own a valid license, they will get out-of-compliance messages and will not be entitled to Cisco Technical Assistance Center (TAC) support for related issues.

No, it worked without any licences since started lab

Thanks, In my prod I have only DNA-A licences and so I didn't have any problems and any thoughts about it, But for my lab without licences I was interested why it happens. Now it's clear
