Where can I find the IOS-XE to SDWAN Config migration tool

Can't seem to find the tool in CCO or via a Google search, where is it located?

Its specifically mentioned in the below whitepaper on page 9 and 10

I have never seen this tools before, but looking at the address line, 

it is not a vManage address format.

So, I'm assuming that this must be the device's web page.

Are there web pages available on IOS-XE SDWAN like it was?

Maybe we have to turn it on to get the management web pages.

Just thinking out aloud.

As I tried to login with my CCOID and it was showing some error message as attached image.
