As some of you already noticed, ISE 2.4 Patch 3 has been available at ISE 2.4.0 Software Download - Cisco Systems since 2018-Sep-05, with the filename ise-patchbundle-2.4.0.357-Patch3-18090222.SPA.x86_64.tar.gz.
