Is it true that Cisco has declared 3661(AC) multiservice router obsolute? If it is true which region are they obsolute? Can a Cisco 3745 multiservice router work in place of 3661(AC). How many asynchronous serial interfaces can it have?

Obsolete is not quite the right word... but the 3600's are listed as End of of Sale. So you have a couple of years to replace them.
See http://www.cisco.com/en/US/products/products_end-of-life_policy.html
The 3700 details are ;

Yes 3745 is the right path to go. Support for 3660 will continue for a couple more years before which it becomes EOL. There is a NM-16-A/S which can be used on the 3745. I believe you can populate 4 such modules on a 3745. These use a smart serial interface.
There there is a high density asynchronous network module NM-32A.
