Suppose a location has 500 access level switches say 6509s. And, it is required to upgrade the code on these switches.
What is the best way to do this task?

If you have some software like Ciscoworks you can push code into each box. The specific component under CiscoWorks you are looking for is CiscoWorks Lan Management Solution. RME - Resource Management Essentials has support for 6500 switch software upgrade on MSFC and Supervisor.

Yes - Cisco Works is an option. But due to some reasons, I can not use it.
What else we can do?

With that number of switches? I would have to say get around your reasons not to use Ciscoworks. It does an excellent job of upgrading multiple units at once... Probably not the answer you want, but it really is the best tool (and only one I know of) for that type of job.

How good are your PERL or TCL/TK scripting skills?
You could write a recursive script to go out to a pre-identified list of routers and upgrade them one at a time.
I do that to grab configs all the time.
