how will CMTS deal with downstream when SAV(source address verification) is enabled

  To prevent Ip spoofing, SAV can ensure the upstream packets are verified which will allow secure host communicate in CMTSI want to know what will CMTS deal with downstream, when SAV is working.Is it consistent with how it deal with upstream for example, if all the upstream packets from a CPE whose ip is not verified are dropped by CMTS, then what about the downstream to this CPE? 

   I read the Docsis3.0 standard, seems like only upstream is refferenced.
