MS made a change since the Server 2008 era.
To turn the F8 boot option in Server 2012/2016 you need to get to an admin level CMD prompt.
If your server is hanging (why you need F8) then you can boot from a Windows Server install DVD and select REPAIR YOUR COMPUTER option, TROUBLESHOOTING, then the Command Prompt.
Once you have a Command Prompt (admin level) opened, enter the following:
bcdedit /set {bootmgr} displaybootmenu yes
bcdedit /set {bootmgr} timeout 10
If you are just wondering why the options aren't there, and have a working system, then you can just open an admin level cmd window, and type the same commands.
