ISR4321 device led conversion failing

we had started upgrading our ISR4000s to 16.12.6, which is a smart license only version. We did about a dozen of them, did the smart registration and DLC without incident. everything went fine.

 

on 11/20, we upgraded six more of them, again to 16.12.6. Upon completion of the upgrade, they registered to the smart portal just fine. But on all six of these, the DLC has failed, and continues to fail. It just will not run and complete. What I see in the router logs is continual:

Dec 3 20:46:22: %SMART_LIC-3-COMM_FAILED: Communications failure with the Cisco Smart Software Manager (CSSM) : Smart Call Home failed to process the request.
Dec 3 20:48:29: %SMART_LIC-5-COMM_RESTORED: Communications with the Cisco Smart Software Manager (CSSM) restored
Dec 3 21:02:15: %SMART_LIC-3-COMM_FAILED: Communications failure with the Cisco Smart Software Manager (CSSM) : Smart Call Home failed to process the request.
Dec 3 21:17:17: %SMART_LIC-5-COMM_RESTORED: Communications with the Cisco Smart Software Manager (CSSM) restored
Dec 3 22:48:32: %SMART_LIC-3-COMM_FAILED: Communications failure with the Cisco Smart Software Manager (CSSM) : Smart Call Home failed to process the request.
Dec 3 23:03:40: %SMART_LIC-5-COMM_RESTORED: Communications with the Cisco Smart Software Manager (CSSM) restored

 

again, all of the ones we did prior to 11/20 worked out just fine and completed the DLC. But for the ones that were upgraded on 11/20, we are seeing the above log messages, and the DLC just will not complete.

 

has anyone seen the same thing recently? or any advice on things to try? I have tried completely de-registering and removing product instances, and starting fresh with new tokens. Nothing seems to work. Again, the routers register just fine they just will not complete the DLC.

I forgot to mention, as with the units that were successful, we configured the routers with:

license smart transport callhome

 

rather than using transport smart. I wouldn't think that would make a difference but did want to mention it.
