Hello Hueht.
We joined in a quick Webex meeting and found that the CSV file was not correctly filled.
There is no issue with the SNTC portal creating new inventories or certificates at the moment, Please try fulfilling the CSV file in the Correct way, once it is done, please attempt another manual upload using the file import option and let me know if you still having errors doing it.
If the issue got resolved with that, please mark the post as "Solution accepted"
Kind regards.

Thank you very much for your support. I've checked CSV file, instead of ",", my office system use ";" so the Cisco system can't get it. Problem solved.
