I have bought a SMARTnet 8x5xNBD packet for my ASA 5510. Where should I register it to get support? Is it possible to download new IOS for my device?

Typically you can go back to who you purchased the contract from and they will help you with this but you should be able to do it yourself.  You can find the directions on how to register for support here.

You can manage your contracts at the Cisco Service Contract Center.
