Upload connectivity service is not running

We observe several issues with SNTC portal:

1. after we generated 2nd entitlement to change inventory segment name, CSPC gives and error and fails to upload the inventory. We tried to replace/delete/add certificate with no success. Also generated a new entitlement and still no joy.

Could you please let me know how to fix it?
