Who can open a TAC case?

If Company A purchases a Cisco hardware with Smart Net, who else has rights to submit a TAC case for that Cisco hardware, besides Company A? 

 

Can Company Z, that did not procured the hardware and/or warranty, file a TAC case for support?  Would that hardware and Smart Net ownership have to be transferred to Company Z, before Company Z is allowed to attain support or use that hardware? 

 

Is there a Cisco property transfer process required for Company A to follow before handing over their Cisco hardware, they originally purchased, over to Company Z?

If customer Z runs the device, customer A can allow Cisco to attach the contract number to customer Z people in order to grant them TAC access (like a customer and partner relationship).
If the device is still supported by Cisco, customer Z can also purchase a service contract without issues.
Remains the use case where customer A sells everything to customer Z including a service contract still valid. This one i don't know and you can contact Cisco to see what are the possibilities and processes for contract transfer.

Let us say Company A buys a Catalyst 9600 from an authorized Cisco reseller.
The purchase order is tied to a Service Contract, for the sake or argument let call it COA999999.
Now, let's say that Tom & Dick work for Company A.
Tom ONLY creates a Cisco account.
Dick creates a Cisco account but told the authorized reseller to add his CCO login to the Service Contract COA99999.
So when Tom tries to raise a TAC Case, the Entitlements team will stop him from proceeding any further.
Dick raises a TAC Case and because the serial number of the 9600 is tied to a valid Service Contract, COA99999, he is able to raise a TAC case.
