I have an old Cisco SF300-24P switch which is end of life (and out of ports).
I purchased a new CBS250-48P and I'm wondering if I can just load the configuration over?

not sure the config can be ported from that model to a new model
instead, you can configure the same offline and replace and test it.

I looked at the configurations of both and not sure why but the config on the SF300 looked different. It did not start with "config-file-header" - it started with some interfaces. So I decided to just configure the new switch from scratch.

yes that is what i have suggested, they are not same, it easy to copy config and paste / test also.

You can't move the config from the SF300 switch to a CBS250 switch. Those are different hardware and software platforms. The only configuration migration tool available so far is from the legacy 200/300 series to the 250/350 series.
