CISCO Password for User EXEC is same as Privileged EXEC.

Hello 

For CISCO Catalyst 2960 firmware updated from Version 15.2(2)E5, to Version 15.2(7)E4. different password set for user exec and privileged exec mode. After Firmware updation User exec level 1 (i.e., con 0 ) is accepting privileged password. 

How to set different password for user exec level 1?

I have tried 

SW1(config)# line console 0

SW1(config)# enable password cisco1

SW1(config)# login

This command is not working.
