Cisco SF 200-24P switch not responding at all to default IP

Hello, My Cisco SF 200-24P network switch isn't responding at all to the good ol' Ping command

 

 

C:\Users\Rowan>ping 192.168.1.254
Ping statistics for 192.168.1.254:
PING: transmit failed. General failure.
PING: transmit failed. General failure.
PING: transmit failed. General failure.
PING: transmit failed. General failure.

Ping statistics for 192.168.1.254:
    Packets: Sent = 4, Received = 0, Lost = 4 (100% loss),
C:\Users\Rowan>

 

 

The "General Failure" indicates to me that it can't find it, because I get that same message when pinging a non-existent IP on my network.

btw, Do I need to use a router/DHCP server to access the control panel (I'm using this at my house, connected to my Wifi modem using the Ethernet ports on the back)

 - Note : When the device is using the factory default IP address of 192.168.1.254, its power
              LED flashes continuously. When the device is using a DHCP assigned IP address or
             an administrator-configured static IP address, the power LED is on solid - check LED status accordingly.
