Could be any of these:

1- Either the device connected to the switch port has its NIC hard coded and the port on the switch is operating half duplex as a result.

2- The NIC is just bad.

3- It's a physical issue with the cabling causing what is perceived as a loop.

4- If there is a VoIP phone with both LAN and computer ports plugged into network drops.
