its not mandatory but With smartnet the customer will receive hardware technical support, including OS support, software updates, RMA etc.

by default since 9200s have limited lifetime warranty, you can get a 10 day replacement without smartnet, but you can not get TAC support without smartnet. some people might just buy few spare, or buy 1 year smartnet only or buy smartnet on few devices only.

For RMA, no.
To download software (major & minor releases), no.
For TAC support, yes (optional).
