I am struggling to find an SFP transceiver, single mode, that operates at 100Mbps in a 1000Mbps port in an ME3600 or ME3800.
Is there such a transceiver?

the SFP exists for SMF
GLC-FE-100EX= | 100BASE-FX SFP module for 100-MB ports, 1310 nm wavelength, 40 km over SMF |
GLC-FE-100LX= | 100BASE-FX SFP module for 100-MB ports, 1310 nm wavelength, 10 km over SMF2 |
on table 4 are reported the supported models for metro ethernet switches and minimum IOS version
ME-3600X-24FS-M
(client ports only)

Those are for use in 100Mb ports, aren't they? I'm looking, essentially, for an SM equivalent of GLC-GE-100FX=

you are right I have misread their descriptions
I'm afraid a SMF module is not available if so, you should use an external converter from MMF to SMF

The GLC-GE-100FX does not appear to be compatible with the ME3800-24FS-M (which are the models I use).
I'm pretty confused, though. It says that GLC-FE-100LX are compatible, but also that they only work in 100Mb SFP ports. The ME3800-24FS-M doesn't have any 100Mb SFP ports, they're all 1000Mb, so how could it be compatible...

C3800X data sheet clearly states that these 100 Mbps SFP are supported
see
SFP ports:
• 10/100/1000BASE-T SFP-based ports: RJ-45 connectors, 4-pair Category 5 UTP cabling
• >>>100BASE-FX and -LX: Duplex LC receptacle fiber connectors (multimode and single-mode)

So they may be the solution for your connectivity needs.
The switch port may be so smart to perform speed change when detecting the 100BASE FX SFP.
