Do C2950-24port support those? My image is latest 12.1(22) EA13.Can't seems to find the cmd there.Therefore cant do any bandwidth limitation on interface fa.Any idea?

If its only running base image it probably doesn't support it , if its enhanced image it should , here are FAQ for 2950 QOS.
