What are the best practise to be followed on 2950 s/w. Also how to check the log file on 2950 switches.

Aside from general network best practices you may want to take a look at the 2950 release notes for your software revision. Here's the release notes for 12.1(22)EA11:

To check the log file a 'show logging' should work.
