I was looking at switches that a customer could buy and the 2960-C looked to be a good pick, however looking at the documentation it states it cannot be upgraded.
I was wondering if it meant that the IOS is not able to be updated, or does it mean the Base IOS?

the ios version can definitely be upgraded , I can see multiple versions on the release page for one of the compact platforms , last release was June 2016 , do you have the extract you were reading to try and see what it relates too ?

I spotted it on the data sheet, I might have taken it too literally then.

"Cisco Catalyst 2960-C Series compact switches ship with the LAN Base version of Cisco IOS® Software, as available on other Cisco Catalyst 2960 Series Switches. Similarly, Cisco Catalyst 3560-C compact switches ship with the IP Base version of Cisco IOS Software, as with other 3560 Series switches. Neither series of compact switches can be upgraded."

Ah I see , so you can upgrade your ios say from v12 to v15 as example but the switch only supports ipbase and lanbase feature sets , they cant be upgraded to say ipservices which a standard 3560 could do , 2960s are usually layer 2 anyway but now some 2960x and xrs can do basic routing. They should probably say its a license restriction rather than an upgrade issue
