3650 Output Discards

We have issues on all of our 3650's, we are getting a lot of output discards. I believe there is bug that can produce discards that arent actually there.

I have used the following command, which has made some difference, but doesn't seem to of eliminated the issues completely:

qos queue-softmax-multiplier 1200

The switches are running IOS 16.09.05

Does anyone have any ideas?

There might be another bug which is pointing to the same, we are seeing the high output discards messages also for old 3650 switches and the newer 9300/9500 switches. They seem to come at burst and we see them as P3 alarms in Catalyst Center. According to the Cisco TAC engineer we are hitting the next bug:
