I just started setting up some 3750X I received for an event. and after setting them up ive been just programming access points with just one. No real traffic going on just a 10G link to my core and adopting APs.. about 24 at a time. Ive noticed that the CPU has been at around 54 and 58%. Is that normal. ?

Do you still have console access to the switch? If you do, what is it doing?
Once the switch has booted up 15.2(4)E10, give it about an hour before checking the CPU.
RedEarth, HULC are all processes related to Spanning-Tree Protocol. If the total CPU is >65% and they are predominantly caused by these two, then shut down all the ports and watch if the CPU goes down.
If the CPU goes down (after 10 minutes), then it only confirms that there is, at least, one port going down/up (aka flapping) that is causing the high CPU.
For a 3650/3750 family of switches, I would not be worried about "high CPU" until it goes over 65% (5 min).
Finally, classic IOS are heaps more stable vs IOS-XE. I can have a stack of 3750X, for example, running 15.2(4)E10, with PoE, SNMP, Dot1X enabled with uptime of >2 years without any issues.
I cannot get 12 months uptime with IOS-XE without suffering a crash.

Yes im still here.. I ended up deleting
c3750e-universalk9-mz.152-4.E10.bin
and then booting into the old iOS that it came with..
and now its doing this.. and the fans are screaming..

im sitting in flash_init just refreshing this page.. nothing else is connected except my console cable and the fans are just going insane.. I dont know what to do..And maybe I made it worse by deleting 15.2(4)E10.

Bad move. The switch is doing a microcode DOWNGRADE. And that usually takes about 45 minutes. And during that time the fans would be going full "Hoover" (as in the vacuum cleaner).
And, for the record, I would never recommend anyone using 15.0(2)SE0! The "earliest" stable release of that train is 15.0(2)SE4. The next one is 15.0(2)SE8 until the last release.
There is nothing wrong with upgrading to 15.2(4)E10 because that is also very stable.
Like I said, RELAX.

STOP whatever you're doing.
Power rebooting a switch, while in the middle of a ROMMON/microcode upgrade/downgrade, is a sure-fire way to brick the switch.
It is doing a micro-code upgrade/downgrade. LEAVE IT ALONE.
It will do this for another 45 minutes. LEAVE IT ALONE.

Normal? More or less. Over the years the 3750 series have had high CPU usages in many of their releases; one usual consumer being the "Hulc LED Process", as you can see in your posted stats.
As the 3750 is a switch, and usually deals with its data-plane traffic using its dedicated hardware (i.e. ASICs), high CPU usage, regardless of what's using it, generally causes little to no impact to such data-plane traffic.
However as the CPU is used for control-plane traffic/processing, insufficient CPU can cause issues there but, I believe, processes like "Hulc LED Process" have lower priority than more critical processes, so again, (usually) there's little to no adverse impact.
Usually, the only "issue" is monitoring which shows (or alarms) over high CPU usage.
