See the "E" at the end of the part number?  It means that you need a "-E" chassis.

whats the proper part number for the POE blade? With all the variations of these chassis its really hard to turn up the right stuff on a google search.

You are correct if you are to believe the release notes for 15.02 .  Says it's supported on a non E chassis as long as it's 12.2.40 .  This was under non E chassis supported hardware.  Wonder if it's faulty ?  Also you only have 1300 watt supplies  might want to check to see if you have adequate power for the poe card.
